Abstract
If we want to make ICT governance effectively function in Korea, it is necessary to change the method of policy coordination between government departments and stakeholders as well as between government departments. This study introduces the Open Method of Coordination functioning in the context of the European Union and discusses whether it is likely to have substantial implications for ICT governance in Korea. As a decentralized but carefully coordinated process, the Open Method of Coordination is a form of governance which has the potential to achieve policy coordination with mobilizing all relevant stakeholder such as enterprises, research institutes, non-government organizations and the academic community in a range of participatory processes. The Open Method of Coordination will give us a template to achieve common objectives through the alleged openness and broader participation of social actors in the policy process as well as the reliance on mutual learning and deliberation.
