Abstract
The purpose of this study is to analyze the impact of public service motivation (PSM) on innovative behavior. To conduct the study, civil servants working in central-local government organizations were surveyed and an OLS regression analysis was employed to examine the determinants of innovative behavior. It was found that attraction to policymaking, commitment to public interest, and compassion (the sub-dimensions of PSM) were positively associated with innovative behavior. However, self-sacrifice did not have an impact on the innovative behavior. These results mean that PSM is an important factor influencing the behavior of organizational members for innovation and organizational development. Transformational leadership, distributional equity, and development culture also had positive impacts on innovative behavior as control variables. Based on these results, this study has the significant implication that PSM has a positive influence on innovative behavior, stressing internal aspects of motivation of organizational members for organizational innovation.
