Abstract
This paper critically explores why the feasibility analysis is important, how the analysis is currently being implemented, what problems exist in the analysis process, and finally how do we make the process better. Although the feasibility analysis for information society programs is recognized to play an important role to improve financial efficiency, the study of methodologies and analysis processes has much to be developed because of the predicaments in practical surroundings. Among the main problems are unspecified guidelines for analyzing a variety of programs, exclusion of small-budgeted IT programs from the analysis, and lack of implementation capacity in public agencies. This paper offers some suggestions to alleviate these problems and to make the analysis function in a better way in the policy-making process of IT programs.
