Abstract
Existing culture and information service evaluation model has adopted an absolute grading systemwith predetermined evaluation factor weights. This model allows easy evaluation on goal achievement levels, but experiences difficulties in direct comparisons among institutions which have different conditions. The evaluation committee led by the external experts aims to secure objectivity and specialty through face-to-face meeting with written documents, however, it has been pointed out that there could be inadequacies in the objectivity of some qualitative evaluation items owing to written documents with partially biased data. Especially, despite of the institutions’substantial differences in the type and attribute, as well as the scale of information budget and work force, the current evaluation model is designed with the predeterminedand fixed weights and scores. In this study, attempts have been made to develop the efficiency evaluation model that can take these differences of each institution into consideration and determine the fair rankings of the application level onthe culture and information service. Data envelopment analysis (DEA) model was used for efficiency evaluation and analysis, and weights of evaluation factors have been derived through AHP(Analytic Hierarchy Process). Finally, the DEA AR(Assurance Region) model has been designed to improve the discrimination capacity of rankings of the applicationlevelonthecultureandinformationservicequalityandperformance.
