Abstract

This study aims to explore the illegal acts in multi-family housing management and find solutions for the current issues. The cases of administrative fines to housing management companies were reviewed and the in-depth interview with the related persons from the companies were conducted. The illegal acts against mutil-family housing managements are violation of guideline in selecting housing management company or contractor, infringement of long-term repair plan, and inappropriate work of management entity. The following measures are considered to prevent illegal acts by minimizing strifes and conflicts and implementing transparent and fair management work. First, history management system for the housing managers should be introduced. Second, the official education should be strengthened to improve understanding and specialty on housing management. Third, the public body should provide standardized housing management manual to prevent unnecessary misunderstanding. Finally, the empowerment of manpower is required through organizing the advisory body for long-term repair plan and supervising the tasks.
