Abstract
Although there have been individual studies about the effects of external motives and internal motives on the job performance of public employees, there are few studies whether both motives have impacts on their job performance. On the basis of this fact, the purpose of this study is to analyze empirically the effects of performance-related pay as one external motive and public service motivation as one internal motive on the job performance of public employees. For this study, I conducted a questionnaire survey with public employees working in central governments. In the study, I find three important research results. First, mean differences about independent and dependant variables between two groups of some demographic variables such as class, period of service, and low or high performers are statistically significant. Second, commitment to public values and compassion as measurement variables of public service motivation are positively associated with the job performance of public employees. Lastly, the validity of performance-related pay and the adequacy of performance-related pay amount as measurement variables of performance-related pay are not statistically associated with the job performance of public employees.
