Abstract

Recent ethical scandals involving public managers have led to increasing attention to ethical leadership in organizations from both academics and practitioners. In this regard, public administration scholars have long discussed the importance of ethics. Yet, little empirical research examines cases of ethical leadership in public sector organizations and in particular, less empirical studies have been done as to how ethical leadership works in organizations and how it influences employee’s job-related attitudes and behaviors. To fill this gap, this study examines the impacts of ethical leadership on organizational effectiveness with focus on organizational citizenship behavior and organizational commitment. In particular, this study examines the moderating roles of organizational justice perception on the relationship between ethical leadership and organizational effectiveness. Using a data from the ‘Public and Private Employee Perception Survey’ conducted by the Korean Institute of Public Administration (KIPA) in 2014, this study confirmed that ethical leadership has a positive relationship with organizational effectiveness and also found that organizational justice perception plays a positive moderating role in the relationship between ethical leadership and organizational effectiveness. Theoretical and practice implications are also discussed.
