Abstract

The Education Development Special Zone is one of the key national agenda items of the Yoon Suk Yeol administration, designed to overcome the limitations of existing public education and promote balanced regional development. The main goal of this policy is to create “schools that students want to attend and parents want to send their children to” by providing diverse educational content through educational reform within the special zones. The Education Development Special Zone considers creative and innovative reform of public education as an essential driving force. It encompasses various aspects such as childcare, kindergarten, arts and physical education, alternative education, university admissions, and collaboration between universities, local industries, and local governments, leading to criticism that its content is too comprehensive. This policy aims to decentralize educational authority from the Ministry of Education to local regions and address serious side effects (such as economic inequality, exacerbation of low birth rates, traffic congestion, etc.) caused by population decline, aging, regional extinction, and concentration in the metropolitan area. Key features of the Education Development Special Zone include providing various forms of school education within public education, introducing advantages of alternative schools like German Waldorf schools into public education, granting autonomy in establishing and operating domestic and international schools, and fostering talent needed by the region through cooperation with local universities. Nevertheless, this policy has revealed several problems in its implementation. These include the lack of legal basis for policy implementation, insufficient differentiation from existing projects, and inadequate governance among stakeholders in applying for designation or promoting projects. Additionally, there is a significant lack of educational innovation content for schools, students, and parents. The government's initial financial support plan was substantially reduced after designating pilot areas, and there are no measures or procedures for appeal for regions and schools that fail to receive full designation after the three-year pilot period. This paper argues that the following measures are necessary to address these issues: Promptly establish a legal basis for the Education Development Special Zone policy; strengthen governance and communication among various relevant agencies within local governments; develop in-depth content for the relationship and linkage with Opportunity Development Zones (ODZ); and ensure consistency in projects, policies, and systems so that this policy, implemented as part of the balanced regional development policy, aligns with current admission and transfer systems without creating discrepancies. Ultimately, while the Education Development Special Zone policy is an important attempt at balanced regional development, it remains at a level where success cannot be guaranteed due to the comprehensiveness and complexity of the system and lack of uniformity with other projects. For the success of balanced regional development policies, sufficient time for deliberation is needed, along with preparation of alternatives to minimize side effects and consistent policy promotion in relation to other policy projects. Furthermore, various central government policies should be more closely harmonized with balanced regional development, and policy consistency should be maintained with stability and sustainability ensured, rather than policies fluctuating with each new administration.
