Abstract
Korea has accumulated a large amount of administrative information through 50 years of e-government promotion. In order to become an intelligent government in the future, it is important to increase the added value of administrative information and establish a foundation for its utilization in the evolution of technological environment such as artificial intelligence and big data. However, despite these technological changes, it is still not enough to establish the utilization and management system of information that is the basis of the national administration, which requires common use across the country and high level of consistency and accuracy. National management of information that is the standard of state administration is not carried out and management is carried out separately for each holding organization, so that there is a conflict between the information held by the institutions or the reference is missing. In addition of the convenience of the utilization of such information, the quality of information such as the latest and correctness of information is not properly managed. This ultimately causes multiple administrative errors in the intelligent e-government based on information, and inconveniences for the public. In this paper, we analyzed the limitations of the current administrative information law such as "e-government law", "public data law" and "national records management law". In order to overcome this, this study proposed that 'the information which is the standard of the national administration which requires the utilization of the national and the high level of consistency among the information that is generated or acquired by the administrative institution and processed electronically' is referred to as 'national standard information', and proposed a plan to improve the legislation to introduce a system of national management and utilization of such information. More specifically, we proposed a specific legislative plan for the implementation of the 'national standard information' policy, the specification of the process of designating and utilizing national standard information and a concrete legislative plan for the establishment of a basis for the management and utilization of national standard information.
