Abstract
This study analyzed the current status of carbon-neutral policies in the UK, Germany, Canada, and Australia and the union's response strategies for the realization of a just transition. As a result of the case study, the union's response strategy could vary depending on the level of institutionalization of the government. The institutionalization of the government has been shown to include the enactment of laws related to just transition, the preparation of finances such as carbon tax, and the operation of the executive committee. The union's response was not only through the participation of government committees, but also in various ways, such as multi-layered social dialogue, special collective bargaining, and internal competency training within the union. It was possible to divide the types of just transition into labor- management participation type, government-led social dialogue type, union-led just transition type, and immaturity type according to the level of institutionalization by the government and the level of intervention in the just transition by the union.
