Abstract
Although the quantitative outputs of R&D in Korea have increased recently, mainly due to the increased R&D investment, the quality of R&D is still stagnant. In particular, the quality of technical outputs of R&D has attracted little attention. In this paper, a Data Envelopment Analysis(DEA) method was used to analyze the technical performance of R&D projects in Korea. Based on collaborative types of R&D projects, a quadrant matrix of technical efficiency has been proposed. Cases of Industrial Technology R&D programs in Korea have been utilized in this paper; their efficiencies of national collaborative R&D projects were analyzed and the quantitative and qualitative factors that would influence R&D efficiency were identified. This paper suggests that both quantitative and qualitative efficiencies should be considered when improving R&D efficiency. Also, it is recommended to carefully consider research fields, characteristics and collaborative types of R&D projects during the planning stage.
