Abstract
The Act on the Promotion of Saving and Recycling of Resources and the Framework Act on Resource Circulation have been enforced for the efficient use of domestic resources. However, the terminology for recyclable resources and by-products are complex and confusing. The ambiguity between terms is because even though the material is a waste, it is judged that recyclable resources and by-products are not waste, which may cause management problems. The uncertainty in terminology arises because the definition of waste is ambiguous and is determined according to the intention of the holder who discards it. This paper examines the terminology related to waste management and scope of the Waste Management Law, in addition to the legal terminology pertaining to foreign waste. Furthermore, this paper presents the definition and criteria for the classification of a specific substance into raw material, product, waste, and so on.
