Abstract

The Program of Reinforcement of Educational Capacity in Universities delivered by the Ministry of Education, Science, and Technology aims to improve the quality of undergraduate education by providing financial support to universities selected by the pre-defined formula. This study proposes a balanced scorecard (BSC) and logic model-based approach to performance evaluation of the program. Combining the three perspectives of BSC (education, student, and operation) and the five elements of the logic model (input, activity, output, outcome, and feedback) produces a evaluation matrix composed of 15 criteria. Non-quantitative evaluation is also made in terms of capability and infrastructure. A case of S university is proposed to illustrate the proposed approach. The proposed approach is capable of evaluating and managing performance of the program in a balanced and holistic view, and is expected to be fruitfully employed for continuous performance management and monitoring in line with goals and strategies of universities and program.
