Abstract

Rhee (2019) argues that density controls are largely incompatible with major planning values of equity, housing affordability, compact development, efficiency and regional growth. We examine this claim using a land use and transportation model calibrated against the Seoul metropolitan area and measure the impacts of density controls, in particular, regulation of floor area ratios, on the planning values. The numerical analysis is largely consistent with his claim.
