Abstract

The purpose of this study is to identify the transportation problems in deteriorated residential area and find solutions to improve transportation environment. Changsin 2 dong, a typical row-rise residential area in Seoul was chosen for the case study and the evaluation on transportation condition revealed that many different kinds of problems such as inadequate pedestrian environment, narrow streets and illegal parking. In essence, we found that many of the problems for the old neighborhoods stem from illegal parking. Problems with regard to pedestrian safety and the lack of public space for residents were largely derived from too many cars parked on the streets. In particular, illegal parking creates a serious fire hazard since automobiles double-parked in narrow streets can block the fire lane. The solutions for improving transportation environment were proposed by establishing one-way circulation system to increase the deficient parking spaces and providing pedestrian priority zone in the neighborhood. The effective district-level transportation planning should place a top priority on the pedestrian environment. Parking issues should be solved and transportation condition should be improved by implementing traffic calming for the sustainable success of the neighborhood regeneration project.
