Abstract

Purpose: This study aims to draw implications for the vitalization of the domestic public-private partnerships through exploring the cases of New York City where the urban park managements by the private nonprofit organizations are common. Method: The web sites posted by the department of Parks and recreation of New York City and the IRS-form 990s for a tax exemption of the private partner organizations were reviewed to examine their financial status and activities. The support programs for activating the private participation were explored. Result: The public-private partnerships for urban parks in New York City are categorized into a volunteer type, a conservancy type, and a BID(Business Improvement District) type according to the submission of Form 990 and affiliation with BID. The organizations with stable revenues maintain and manage parks autonomically based on private donation and profit-making business besides government grant. A variety of support programs are provided for the private sectors to strengthen their management ability. The technical support and incubation for the private organization are essential to expand the public-private partnerships in the management of the urban parks.
