Abstract
This study investigates the competitive effects of horizontal merger between cable system operators in the same geographical market, focusing on the level of market competition, consumer welfare and firm efficiency. The results show that the price of analog broadcasting package remains same according to the corrective actions done by the Fair Trade Commission but analog subscribers have been reduced as the competitive pressure increases after introduction of IPTV. When defining the related market as digital broadcasting market, the market share of cable is very low whereas the those of telcos get higher and HHI shows the low index. Even though the Fair Trade Commission regulated only the analog broadcasting package, price of digital package was set relatively low and consumer welfare was improved. When making judgment of efficiency increase induced by merger, it is suggested to consider the dynamic and transactional efficiency considering the characteristics of two-sided market as well as the static efficiencies of transmission network and facilities.
