Abstract
This paper examines the use of big data in the public sector in Korea and proposes improvement directions. In particular, we examined the overall process including data generation, collection, analysis, and utilization by examining the use of Big Data from a data life cycle perspective. As a result of study, the difficulty of securing good quality data at the data collection stage has become a constraint throughout big data analysis and utilization. Second, the lack of professional manpower and the business system focused on the system installation in the data analysis stage appeared to be a constraint on the continuity of big data analysis. Finally, in the data utilization stage, organizational and cognitive constraints on analytical results were found to substantially limit the utilization. The systematic, organizational, and cognitive improvement should be accompanied by the shift from quantitative expansion oriented analysis to big data analysis with high quality utilization.
