Abstract
In this paper, multichannel digital broadcastenvironment, personal mobile devices were spreaduniversally. And we were diagnose problems of thegovernment's broadcast channel organizedrestriction on domestic pay-TV operators in analogmedia environment. We also proposed selectiveduty-organize restriction plan about reasonableduty-transmission channel plan. Through this, weexpected to be activated PP(program Provider) withswitch of service competitive structure in thecurrent price competitive structure throughchannel-package differences between pay-TV.
