The purpose of this paper is to review the public law issues related to the recent mega-city trend, and to suggest a way for mega-city trends or policies to be realized legally and systemically and to have beneficial effects. To this end, at the outset, what is the purpose of the mega-city, what is the significance of the recently revised Local Autonomy Act and how is it related to the mega-city, how to understand the legal nature of the mega-city pursued by the Seoul Metropolitan Government, and What should be the structure of the content, and furthermore, what should be the specific method for realizing a mega-city. In particular, considering mega-city as one of the contents of balanced development, the federal It raised the question of whether attention is possible. In order to solve these problems, what are the regional trends for hyper-regionalization and mega-city strategy (II), what kind of mega-city realization method can be (III), and the public contract method must have been applied to the actual content of the mega-city? The nature and function of federalism and how federalism works legally (V) were reviewed as the criteria for reviewing the issues to be resolved at the time (IV), the direction of balanced development containing mega-city (V). As a result of the review, the following was presented as a conclusion. First, a mega-city (strategy) is a type of balanced national or regional development. Second, the mega-city of the Busan·Ulsan·Gyeongnam is a special local government under the revised Local Autonomy Act. Third, the content of mega-city is the formation of a living community, an economic community, a cultural community, and an administrative community in detail. Fourth, in order to effectively realize the mega-city, it is possible to use the method of public contracts with normative power rather than rules. Fifth, it was suggested that the judgment on whether the direction of mega-city and balanced development can be judged on the basis of the federalist principle can be judged.
