Abstract
The purpose of this study is to diagnose current performance appraisal system in the National Gugak Center and to analyze the perception of organizational employees about the performance appraisal system and its impacts on individual and group performances. The study was conducted by surveying and interviewing employees working in the National Gugak Center. As results, it found that they had negative perceptions about whole performance appraisal systems including the relevance of performance appraisal system, its fairness, performance-pay system, and the utilization of performance appraisal results. The exclusion of employee opinions and participations in the design process of performance appraisal, the lack of objectivity and validity in performance appraisal components and indicators, inequality in the distribution of performance-pay was to be analyzed as major reasons of these negative perceptions. OLS regression analysis was also employed to examine the impacts of performance appraisal system on individual and group performances. As results, this study found that the relevance of performance appraisal system and the proper utilization of performance appraisal results were positively associated with individual and group performances.
