Abstract
This study aims to analyze the lawmaking process of Media Representative Law by utilizing policy network theory. For the systematic analysis of the policy network, the following components and indicators were used: Actors (formal or informal), their interactions (whether conflictual or cooperative), and the structure of network (whether intensive or distributed). According to the results of this study, the policy output of the case was achieved through the transformation of the policy network, and that was from the distributed conflict network to the intensive cooperative network.
