Abstract

As hydrogen emerges as a novel energy carrier in the low-carbon energy transition, expanding its utilization within the energy sector has become a critical policy imperative. Fuel cells, a key application for hydrogen, are expected to experience steady adoption and growth in the long term. This study identifies factors to consider during the installation and operation of stationary fuel cells for power generation in South Korea, analyzes their relative importance, and incorporates the perspectives of domestic energy experts. The Analytic Hierarchy Process (AHP) was employed as the methodology, utilizing survey responses from 29 experts in the South Korean energy sector. The analysis revealed that the criteria were prioritized in the following order: ‘Economic Aspects (38.5%)’, ‘Environmental Aspects (33.5%)’, and ‘Policy Contribution (28.0%)’. This reaffirms that South Korean experts prioritize economic considerations in energy planning. However, the relative importance among the criteria was relatively balanced, suggesting the need for a holistic approach that considers all factors equally, rather than emphasizing specific aspects during the installation and operation of stationary fuel cells. Regarding the sub-criteria, ‘Greenhouse Gas Emissions (19.1%)’, ‘Power Generation Efficiency (13.9%)’, ‘Operating Costs (12.4%)’, ‘Capital Costs (12.1%)’, and ‘Grid Contribution (11.6%)’ were identified as relatively important considerations. These findings can serve as baseline data for identifying suitable business models for fuel cells and facilitating related social consensus in South Korea.
