Abstract
Personnel in reserve who are turned out from national departments related to image expression of broadcasting and broadcasting personnel, produced at related educational institutions like academies of 3 terrestrial broadcasting stations go beyond 5,000 but independent producers always struggle in a manpower shortage. This study tried to consider utility and improvement that programs done in <KIPA Director School> for training broadcasting personnel, have in managing manpower of outsourcing production companies. For this, I analyzed real condition of an educational institution for broadcasting personnel through a documentary research and did in-depth interviews of graduates and the persons who employ and manage producers in the field of outsourcing. As a result of research, an educational program of KIPA director school is helpful in the field of making and most graduates are satisfied with a course of study. But it is analyzed that appropriateness of 10-month training period and demand to improvement of curriculum for reducing misfits who stop working halfway are tasks should be deliberated. In addition to this, it is pointed out that thorough cognizance of the environment of outsourcing and nature education of personnel toward sense of responsibility and call as a broad caster should be combined. To solve these problems, animated discussions about political support, needed in improvement of the poor environment of making of independent production companies and financial supports toward public academies like <KIPA Director School> which can foster and produce professional personnel are required.
