Abstract
In today's society, there are many people in the ‘welfare blind spot’ who need help but are experiencing difficulties due to lack of social interest and problems arising from blind spots in welfare policies. Moreover, with individualism gradually increasing within society, it is not easy for people to find ways to support those who are located in welfare blind spots. Therefore, this study adopted 'donation' as a way to address this social problem, and aimed to propose a direction of a service that can lower the entry barrier of donations by encouraging continuous sharing and donation without burden, and ultimately help the welfare blind spot through a two-way interaction between donors and recipients of donations. First, desk research and a literature study were conducted focusing on welfare blind spots and donations. In addition, we conducted online surveys and in-depth interviews to understand detailed needs of stakeholders and derive insights and undertook data analysis using affinity diagrams. As a result, personas have been developed and the direction and detailed functions of the service to create common value have been derived based on the interaction of stakeholders. We identified issues such as transparent disclosure of donations and product use, the need for a window for smooth communication with institutions, and problems related to the policy support process experienced by donor recipients. Based on these results, key functions (selecting and writing donation announcements, information exchange communities with neighborhoods and institutions, direct chat functions between stakeholders, and visual motivation) were planned and embodied in prototypes. In order to help the welfare blind spot problem, this study proposed an alternative to current solutions, which is donations between neighbors based on the region, and proposed services to materialize them. It is expected that the results of this study can be used as basic data to derive various solutions to help the problem of welfare blind spots in the future.
