Abstract

Public service motivation (PSM) is thought of as an individual's orientation to delivering services to people with a purpose to do good for others and society. Much research has focused on finding and explaining the effects of individual characteristics and organizational life on PSM, but little is known about the influence of national context on individuals' PSM. Previous research suggests that the historical and cultural characteristics of societies may exert an independent influence on individuals' PSM because individuals are the members of a certain society. This study focuses on the relationship between societal cultures and PSM, and examines whether the levels of PSM are likely to differ across the regional clusters of societal cultures and whether the influence of regional clusters on PSM may be greater than that of personal characteristics of each individual.
Using ANOVA and hierarchical regression analysis, this study analyzes a total of 2,834 cases from 9 countries (Australia, Belgium, France, Italy, Korea, the Netherlands, Switzerland, United Kingdom, and USA). It demonstrates that the levels of PSM are different across the regional clusters and individuals' PSM are influenced by the characteristics of regional cluster greater than those of each individual. It suggests that the cultural characteristics of societies are related to individuals' PSM. The contributions and limitations of this study are also discussed.
