Abstract
Legislation is prior condition to implement the employment system and its policy planning, however which has not been proposed the legislation for forestry job creation and employment support in Korea therefore it is required to be made. The purposes of the study were to describe the rationale and needed job creation by using forest resources, to make a legislation for long-term employment support and manpower development to transferring better position in forest industry has prepared legislation to be stable and more jobs. The methodologies of the study were literature reviews, analysis of compared laws and enactments in forest area, get professionals consultation and interview forest related agencies. The results of the study were a deduced rationale and foundation for necessary making laws and statute consisting of 10 provisions which are proposed as: the first ”general affairs provisions,“ the second ”basic principles and policies for forest job provisions,“ the third is ”planning affairs forest jobs,“ the fourth is ”opening the forest employment support center,“ the fifth is ”job creation and maintaining provisions,“ the sixth is ”forest employemnt ties and support provisions,“ the seventh is ”forest labor protection provisions,“ the eighth is ”supplementary rules and provisions,“ and the ninth is ”penal provisions.“ The study suggestions were made based on the results that the proposed forest legislation should be enacted to congress lays a bill as soon as possible and should be the force of effectiveness to create forest job positions and support the employed jobs, and all academic levels should have a support legislation program for raising forest manpower development effectively.
