Abstract
This study explores who provide refuse collection service for cities of Florida, what its determinants are and how results of this research are different from those of previous ones. More than 60% of respondent cities adopted contracting-out for their refuse collection. This research shows that budget size along with its square(demand), the number of cities in the county (competition), population density(urbanization) and fiscal stress exert stastically significant influences on the probability of who provide the refuse collection service. A comparison with previous articles shows that the 'competition' is only the variable, whose coefficient is consistent in direction and statistically significant.
