Abstract
Unifying of the Broadcasting Act and Internet Multimedia BroadcastingAct has been underway by the authorities concerned. This study analyzesthe influence of terrestrial broadcasters-MVPD merger on thebroadcasting markets and makes suggestions to be considered foreffective competition environment. Enlargement of market power,exclusive behaviors against competitors in the contents supply market,reducement of viewpoint diversity and localism, accessibility to networksare drawn as the key factors to be concerned. The results show that it isnot relevant to apply these criteria to cable system operators and IPTVoperators differentially. It is assumed that terrestrial broadcaster-MVPDmerger is not likely to bring out anti-competitive effect on broadcastingmarket. But it is necessary to follow the impact of merger in theconvergent media market. In addition, the authorities should imposesome important pre-conditions before approving the merger to enhancecontents diversity and localism.
