Abstract
MVNO has been introduced in order to invigorate competition in the mobile communication market and stir up reduction of communication fee, which is regarded as expensive in Korea. The number of MVNO member has reached 2,500,000 as of December 31, 2013 and thereby MVNO has become one of very important parties which can lead smartphone culture in Korea. Now, MVNO business operators should try to create new business models beyond price competition as the existing mobile operators begin to show innovative high-end phones and many fantastic applications appear. Smartphone cultures, MVNO cases and policies in foreign contries were reviewed and some policies were suggested here to induces value creation in the MVNO business.
