It has been recognized as a serious crisis in the management of traditional newspapers, leading to a decrease in the sales of paper newspapers. Even though the bill could not be passed, a social consensus on the deduction of newspaper subscription income is well formed. The reasons for the introduction of newspaper subscription income deduction in this study is as follows.
First, newspapers play a role as a public good with positive externalities that prevent alienation from numerous information in the information age. Secondly, in the new media space, newspapers' information is relatively high level of accuracy and is not biased in the situation where delicate and produced fake news threatens democracy.
Third, if the supply of public goods is left only to the market, the production and supply of the goods will not reach the level of social necessity. Finally, As the newspaper industry becomes active, it can be expected to increase employment by increasing the income tax revenue due to the increase in sales of newspapers and related industries, as well as the increase in employment of the delivery personnel, and the economic effect of newspaper advertisement effect.
Therefore, this study expects that the introduction of the income deduction for the newspaper subscription fee will enable the development of a more democratic society based on the various public utility functions of newspapers and the economic activation through external economic effects.
