Abstract

A series of policy-making activities for IPTV legislation and commercialization can be seen as a process for creating a legal regulatory framework that will introduce the new services to the media market following the current convergence trend. This paper, therefore, intends to analyze and understand the IPTV legislation procedure, roles of policy and industry players, and identify their characteristics. The study found out it was necessary to have multi-faceted approaches to analysis of the IPTV legislation procedure and used Allison’s three collective-decision making models. It was identified, as a result, that the IPTV law fails to reasonably reflect policy goals proposed by the government. In addition, major issues of the IPTV policy process were proved to be similar to suggestions by the Ministry of Information and Communications and communications operators when it comes to decision results, showing greater influences of communications players.
