Abstract

The purpose of this study is to confirm whether the results of the Preliminary Feasibility Study(PFS) that has been operated since its introduction in 1999, are appropriately utilized in the budget decision process. The analysis reveals that the factors influencing the budget decision were the economic feasibility analysis, the analysis found that the project plan as one of the PFS results, the variation ratio of the total project cost in the PFS results, and the proportion shared by the relevant local government in the total project cost proposed in the (draft) project plan. It has been ascertained that a discussion is conducted based on the PFS results derived through a policy analyst whether to reflect the budget in a project.
