Abstract
With the growing interest in workplace democracy, this study looked at the case of Gikjang-Gapjil 119, which is working to organize trade unions with the issue of Gap-Jil in the workplace at the fore. As a result of the study, the activities of Gikjang-Gapjil 119 can be divided into labor counseling using an open chat room, public opinion activities with the results of counseling, complaints to national institutions, and activities to support job-based meetings. These activities of Gikjang-Gapjil 119 at work made the public of the seriousness of bullying in the workplace and resulted in the establishment of a union in the workplace. This study explained the achievements of Gikjang-Gapjil 119 for the following three reasons. First, Gikjang-Gapjil 119 has integrated counseling activities, public opinion work, and support for small groups with a clear sense of goal for organizing unions. Second, each movement has succeeded in mobilizing external resources such as experts, media, and labor unions. Third, it paid attention to workplace democracy and online labor platforms by paying attention to the changing environment. This study has the significance of examining the innovative labor movement using the labor platform of Gikjang-Gapjil 119 and examining the possibility of online labor unions.
