Abstract
This study aims to analyze the WiBro policy process and offer policy implications. According to the relationship between the government and business, policy development process was divided into three periods. In the first period(2004-2007), the government had led the development of technology and preparement of commercialization of bidders and selected operators. In the second period(2007-2009), the relationship between government and business had deteriorated due to disagreement about the likelihood of success for WiBro business. In the third period(2009-2013), the government attempted to reestablish a relationship with operators through the selection of the fourth mobile operator. The WiBro case suggests that government implement policies in timely manner in internal and external environment changes and that business assumes the role to apply new technologies to market specifically and to respond to market changes.
