Abstract
Toxic chemicals regulatory policies have responded to domestic toxic accidents and international regulatory regimes for toxic substances. Recently toxic chemicals accidents have taken place both domestically and internationally which resulted in risk and injury toward people and their environment as well. Since Korea has been a member of OECD in 1996, the country has been obliged to comply to international requirements for toxic chemicals control and management. This paper explores how Korea’s regulatory policies evolve focusing on a variety of chemical substances. Particularly this paper investigates what factors affect policy change in the toxics regulation and what legislation has been implemented in this policy area. Furthermore, Toxic Substances Registration and Evaluation Act (K-REACH) which recently put into place is examined in detail in association with regulatory policies of toxic in Korea.
