Abstract
Recognizing the fiscal difficulties of the Korean government, this research surveyed its fiscal situation and confirmed its current fiscal crisis. It established a theoretical model of determining the fiscal soundness, which included the political factors as well as socio-economic ones. Based upon this model, its analysis proved that improving the fiscal soundness of the Korean government is a very difficult goal to achieve. Socio-economic factors proved unfavorable to its improvement since political factors distorted them and led to the deficit bias of fiscal policy-making embedded in the democratic system. In addition, institutional tools recently suggested by the Korean government, scholars or lawmakers were examined and suggested that they did not seem effective in improving the fiscal soundness of the Korean government without the intentional and persistent efforts to enlarge the portion of the public-minded people.
