Abstract

This study aims to examine the applicability of wireless network neutrality for m-VoIP (mobile-voice over internet protocol) applications by analyzing the conflicts between mobile telecom companies and m-VoIP application providers in the light of fair competition and users’ welfare. The study argues that the discriminative practices toward m-VoIP by mobile telecom companies have the anticompetitive nature considering high market concentration, low traffic, and tardy diffusion caused by market entry barrier. Also, it should be required that users take full advantage of m-VoIP within limit of payment, and telecom companies open the information of traffic management in order to enlarge users’ welfare. In conclusion, the study suggests the need to improve the pricing system in order to protect both the incentive of telecom companies’ investment for network and the right of users’ choice.
