Abstract

Artificial intelligence, a fusion of all intelligence information technology, is the driving force of the Fourth Industrial Revolution. Not only IT industry but also financial industry and service industry, distribution industry, healthcare industry, automobile and construction industry are changing all the industries such as traditional manufacturing and agriculture. This paradigm shift is no exception to government and the public sector. According to the development trend of information technology, it has moved to digital government, ubiquitous government, mobile government, platform government and smart government. In recent years, 'intelligent government' has been mentioned along with the full-fledged arrival of intelligent information technology, which is a core of artificial intelligence. This study discusses the conflicts and issues of policy decision making using artificial intelligence. It is necessary to consider how much or to what extent artificial intelligence can substitute policy decisions in which all faculties, including human reason and emotion, reasoning and judgment, intuition and insight, must be mobilized, It is necessary to have enough discussion about the artificial intelligence policy decision making and the hidden dysfunction behind it. Therefore, we will look at the main features and contents of AI decision making, and present the main issues that AI decision making can bring about based on the general elements.
