Abstract
Since the preliminary feasible study on public projects was introduced in 1999, it has played a pivotal role in scrutinizing projects and justifying their purpose. However, it is also true that no systematic way exists to monitor the project process and evaluate its outcomes. This study suggests that it is necessary to develop a post evaluation management system for the publicly financed projects which have gone through the preliminary feasibility study. Using the PLM methodology, a post evaluation model was designed that incorporates the key factors and indices that need to be considered in the evaluation process. The post evaluation management system was configured and the implementation procedure of the system was specified along with the operation plan. The proposed system is to check the progress and results of projects, and to provide essential information to enhance the quality of projects and support stakeholders’ decision making regarding the project.
