Abstract
Although a vast amount of research has been carried out on the e-Government perfor-mance, the performance management in Korean e-Government has yet to be clarified and refined.
One of the major problems is that the e-Government performance management is interpreted indifferent ways to different users and policy-makers, thus preventing efficient and interoperableevaluation of performance across government institutions. This study proposes a new frameworkfor the performance management on the e-Government. The proposed framework is distinguishedfrom others in three aspects. First, the proposed framework sets the ultimate goal of e-Governmentas being productive, transparent, participative, and sustainable, which is derived from e-Govern-ment Act. Second, the framework recognizes the hierarchy of performance management on e-Government. The top level is government-wide performance management, the second level isenterprise-wide performance management, and the bottom level is project performance manage-ment. The three levels of performance management need to be interlinked in terms of goals andmetrics. Third, the framework emphasizes the life-cycle performance management from planningto implementation to evaluation and feedback. Throughout the life-cycle, the goals and metrics ofperformance management should be consistent and traceable.
