Abstract
The purpose of this study is to analyze the attainment of accountability in four-river project with Cendon's four accountability types(political accountability, administrative accountability, professional accountability, and democratic accountability) by a case study. As results, first, political accountability was somewhat attained but government failed to get the understanding and cooperation of an opposite party in Congress. Second, the four-river project did not attain administrative accountability because of flaws in policy implementation by due process and the lack of control systems by external institutions. Third, we found that professional accountability was not attained because government failed to produce performances through the goal achievements of the four-river project and did not satisfy the standards of performance indicators suggested by relevant professional groups. Finally, democratic accountability was not also attained in that citizens or citizen groups did not participate in the policy process of the four-river project and its performance did not reach at satisfactory levels of citizens. Totally, the study has significant implications in public administration and policy in that it analyzes a large scale policy project in the perspective of accountability that is the essence of public administration and suggests policy alternatives to attain the accountability in the a large scale government policy such as the four-river project.
