Abstract
This study analyzes the causes of the success and failure of the pension reforms under the Blair government in the UK and the Moon Jae In government in South Korea through the Advocacy Coalition Framework. By contrasting the two nations’ experiences, I explore the conditions for the success of lasting pension reform with consensus in a country with a majoritarian system in which adversarial politics is likely. The results show that pension reform can succeed with a strong advocacy coalition, as the ACF argues. Building such a strong advocacy coalition depends on the resources and strategy of a coalition. In the case of the two countries, the success or failure of the reform especially depended on the leadership and policy coordination ability as well as the strategy for coalition building of the dominant advocacy coalition.
