Abstract
The purpose of this study is to analyze the initiators of policy innovation and the patterns of policy diffusion by using Lowi's policy typology. In brief, we found a couple of significant results. First, there were differences in the initiators of policy innovation by policy typology. But, it is difficult to generalize this result because of the distinct characteristics of individual ordinances. Second, we found several patterns of diffusion in the adoption of ordinances in local governments when we analyzed the patterns of diffusion by policy typology based on an intergovernmental model. But, it is difficult to conclude that the distinct patterns of diffusion by policy typology exist because ordinances that belong to a same policy typology do not always show the same diffusion pattern. This study has a limitation because we tried to analyze only eight ordinances that belonged to Lowi's policy typology. Nevertheless, the study has a significant implication in that the characteristics of each policy, by policy typology, influence policy adoptions and diffusions in local governments.
