Abstract
This study aimed to analyze the “Policy of Restrictive Identity Confirmation on Internet” by using the Advocacy Coalition Framework (ACF). The framework consists of four factors: policy environment, formation of advocacy coalition and belief system, critical paths for policy change, and type and content of policy output. In the policy formative period, a policy advocate coalition and an opposition coalition formed due to the differences in deep, core beliefs. The advocacy coalition succeeded in passing the law Policy of Restrictive Identity Confirmation on Internet thanks to changes in public opinion. In the terminating policy, the resistance of the opposition coalition and the development of regulatory avoidance technology brought about a change in the perception of the policy’s effectiveness. The impact of internal and external events and changes in policy core beliefs has led to the termination of the policy through policy-oriented learning.
