Abstract

This study attempts to measure the economic benefits of establishing Bukhansan Dullegil which is located in the Bukhansan national park. To this end, we report the results from a contingent valuation survey (CV) to elicit the willingness to pay (WTP) for establishing Bukhansan Dullegil. One and one-half bounded dichotomous choice (OOHBDC) CV model is applied in order to avoid the inefficiency related to single bounded dichotomous choice model and the potential response bias concerning double bounded dichotomous choice model. Moreover, the spike model adjusted for the OOHBDC model is used to deal with the zero WTP responses. Thus, the procedures of applying and the findings from the OOHBDC spike model are provided in the paper. A CV survey of randomly selected 288 households was conducted in the Metropolitan area by using person-to-person interviews. The results show that the average WTP is estimated to be 1,279 won per household per year and statistically significant at the 1% level. Expanding the value to the Metropolitan area gives us an aggregate value of 10.8 billion won per year. As a final exercise, we implement a cost-benefit analysis and obtain three values: net present value of 8,021 million won, benefit-cost ratio of 1.2, and internal rate of return of 7.3%. They are greater than 0, 1.0, and 5.5%, respectively, which vividly portrays that establishing Bukhansan Dullegil is economically profitable and socially desirable.
