Abstract
Organizational Development (OD) is an important subfield of Organization Theory but it has not been actively studied since 1990s. Most previous studies on OD have targeted business organizations, and so little was conducted the studies on public organizations. It has aroused a controversy whether OD studies on business organizations can be applied to the public sector. This study analyzes an OD case of the Office of Professional Development, Florida Department of Revenue through participant observation method. It discusses the determinants of OD such as organizational structure, technology, culture and leadership, and explains the strategic interventions for the case organization. Based on the theoretical discussions and the case analysis, it suggests the implications for the Korean government, especially the Ministry of Public Safety and Security.
