Abstract
This study analyzed the review items, review process, and review results of the re-approval of general programming broadcasters based on two white papers published by the Korea Communications Commission after re-approval review. As a result of the study, it can be understood that the re-approval screening process acts as an administrative action for the realization of government policies, when the problems indicated in the first re-approval screening are reflected to some extent in the second re-approval screening process. However, it has been revealed that the re-approval screening items have limitations as a means for encouraging the implementation of the broadcasting business responsibly. The issue of partiality or factionality in current affairs and news programs should be resolved by providing balanced coverage with responsibility for the broadcasters themselves. In addition, it is necessary to decide what criteria the policy authorities will apply to the formation of a balanced program genre that is evoked at each re-approval. Lastly, as long as the re-approval system is maintained, it is necessary to improve the system to enhance the effectiveness of the re-approval screening system.
