Abstract
The revised Waste Control Act introduced the concept of intermediate processed waste (IPW). In addition, the government has recently implemented systems to promote the recycling of waste, such as the end-of-waste certification system that recognizes waste as a resource. However, although one can use IPW as raw material, there are cases in which the use of IPW is limited because it is a waste. Also, it is not a circulating resource due to its low value, which suppresses the circulation of resources. Furthermore, because the IPW definition does not sufficiently realize the purpose of its introduction, there is no specific standard; the value standard of the end-of-waste certification system does not consider the recycling ecology of waste. Therefore, in this study, we reviewed the legal definition and management status of IPW and the value standards of the end-of-waste certification system. In addition, we deleted the types of IPW and provided recommendations for improving the relevant laws.
