「지능정보사회 기본법」 제정에 관한 연구

Recently, information technology and artificial intelligence technologies have been combined with each other, and the paradigm shift into the so-called 'intelligent information society' is being discussed in earnest. Intelligent information technology is closely related to information technology, and despite its inevitable use of information technology, its role and usage are different. These intelligent information technologies ultimately lead to changes in the social, economic, and cultural environment that are different from the information society, such as employment and job changes, and new dysfunctions.
In response to these changes in the environment, discussions are underway to establish the "Intelligent Information Society Law" at the national level. Therefore, this paper suggests the necessary legislative contents for the establishment of the desirable intelligence information society, that is, the implementation of 'intelligence information society' which is beneficial to human being. First, it argued that the "National Informatization Law" should be reformed into the "Basic Act on Intelligent Information Society" in a legislative format. At the core of intelligent information technology are data and algorithms, which are ultimately based on information technology. It is desirable to develop into the "Intelligent Information Society Law" through the whole reorganization of the "National Informatization Law", which has the historical history of promoting informatization in Korea. ⒜establishment of technology and service adaptive regulations; ⒝establishment of intelligence information infrastructure-intelligence information network, national data-; ⒞trust based system design.
